At the beginning of 2018, the law is still under consideration and has not yet entered into force (the estimated date for the adoption of final measures is planned for 2019).

In January 2018, the FAS expressed its disagreement with the draft, or rather proposed amendments to the bill. First of all, it is proposed to support the initiation of serious scientific research on the dangers of electronic hookahs and cigarettes, the analysis of liquids for refilling these devices and their impact on humans. Such surveys were proposed to be carried out at the RSPP.

The Antimonopoly Service notes that the project developers did not provide analytical data on the effectiveness of existing laws in the field of health protection. Accordingly, it is difficult to talk about the need to expand the existing provisions.

It is also noted that the bill provides for new prohibitions, restrictions and expense items for entrepreneurial activities. The introduction of new rules should be more justified. It also requires a thorough study and factual justification for the feasibility of such innovations.

However, the Service fully supports the anti-smoking campaign and agrees on the need to limit the sale of electronic hookahs to persons under 18 years of age. Including liquids for such devices without nicotine.

The Ministry of Health has sent for consideration a draft amendment to the Law on the prohibition of smoking. It provides for a ban on the use of hookahs, pipes and cigarette paper not only in public catering, but also in hotels, hostels, and other temporary accommodation organizations.

The Ministry of Industry and Trade and the Ministry of Culture have not yet given their answers regarding the consideration of these amendments, but the Ministry of Labor fully supported the amendments.

Discount on cars under new state programs

Since July, new government state programs to support the Russian car market will start working. For ordinary drivers, credit programs "Family Car" and "First Car" were invented. As Gazeta.Ru was previously told in the Ministry of Industry and Trade, according to the accepted standards, the cost of the purchased car is limited by the price of 1.45 million rubles, and the maximum term of the loan agreement is three years.

A preferential loan can be issued without a down payment and can be extended, among other things, to car insurance. Under this program, the lending rate in 2017 is determined as the bank's rate on the basic terms of a car loan (no more than 18%), reduced by a discount of 6.7%.

In addition, when concluding a loan agreement under the program of preferential car loans, the borrower has the opportunity to receive a discount on the down payment in the amount of 10% of the cost of the desired car.

“We were given examples that,” Oleg Moseev, head of the Russian Association of Dealers (ROAD), told Gazeta.Ru.

To get a discount, you will need to present a driver's license at the bank, confirm the presence of two or more minor children, if the driver plans to use the Family Car program - this is checked by the bank against the passport or birth certificates of children. The borrower will also have to sign an obligation not to enter into other loan agreements for the purchase of a car in 2017 in order to exclude the reuse of the discount.

She clarified that Rospotrebnazdor proposed to include steam generators in the draft law.

The text of the bill, which has already received a positive review from the State Duma's relevant committee and is awaiting consideration by deputies in the first reading, contains a definition of "electronic smoking product", which means an electronic device that produces "aerosol, vapor or smoke, including by heating a liquid, for inhalation."
