“Accessible Environment” is a multi-purpose government program aimed at protecting and supporting certain segments of the population whose activities are limited due to physical or mental illness.

In other words, these are a variety of measures supported at the federal and regional levels and promoting the rehabilitation and habilitation of other people belonging to the sedentary group of the population.

Legislative framework of the program

The “Accessible Environment” program was approved in accordance with the order of the Government of the Russian Federation on November 17, 2008.

This document confirmed the fact that Russia is ready to fight for the rights of people with disabilities and finance their rehabilitation and habilitation in accordance with the international treaty - the Convention on the Rights of Persons with Disabilities of December 13, 2006.

The initial period of this federal program is from 2011 to 2015. But later it was decided to extension of its validity until 2020.

Currently all set of events divided into 4 parts:

Responsible executor program "Accessible Environment" is the Ministry of Labor and Social Protection of the Russian Federation. Participants are a number of government agencies and departments, for example, the Ministry of Construction, Education, Communications, Industry, as well as the Pension and Social Insurance Fund.

Regulatory acts regulating the “Accessible Environment” program during 2018 – 2020:

Tasks and goals

The Accessibility Program must address next tasks:

The anti-crisis focus of the state program provides for the transfer of disabled people from an economically passive group to an active one. Existing routines

The state program “Accessible Environment” involves the implementation the following subroutines:

  1. Availability of facilities and services in those areas of life that are a priority for a disabled person or person with limited mobility. To do this, it is necessary to implement the following measures:
    • hidden subtitling of any television program broadcast on any all-Russian compulsory public television channel;
    • financial assistance to sports institutions, one of the areas of which is adaptive physical culture and sports;
    • organization of studies for specialists who are members of the psychological, medical and pedagogical commission in an educational institution, which makes decisions regarding education in a regular school;
    • installation in an educational institution of special equipment, including educational, rehabilitation and computer equipment, as well as the purchase of appropriate vehicles so that a child with impaired vision, hearing or musculoskeletal system can study on an equal basis with everyone else;
    • bringing an existing building or structure into compliance with the requirements of building codes and regulations that determine accessibility for people with disabilities;
    • adaptation of the entrance, stairs, ramp, service provision area, sanitary and hygienic premises and adjacent territory;
    • equipping a building or structure with an elevator or other lifting device, equipped in turn with a voice announcement and a spatial-relief indicator, and much more.
  2. Improving the mechanism according to which services are provided in such areas as rehabilitation and state medical and social examination. For these purposes it is necessary:
    • review the classification and criteria used when conducting a citizen examination;
    • improve the quality of activities that are carried out in accordance with the individual program of rehabilitation and habilitation of disabled people (disabled children);
    • develop and implement an independent assessment of the quality of services provided during medical and social examinations.

With new methods of diagnosis and treatment emerging everywhere, we need to take a fresh look at the rationale for disability.

Thus, separate, more detailed classifications and criteria for establishing a child’s disability group should be developed. Clinical and functional features cannot be ignored at any age stage of its development. To eliminate any social risk, 2 regions of the country planned pilot testing for 2017, revision for 2018, and implementation only for 2019.

In 2017 new classifications and criteria have been developed, according to which it is determined how much professional ability to work is lost as a percentage as a result of an accident or occupational disease. Testing and implementation will be carried out in stages.

Improving the quality of service provision Medical and social examination involves the implementation of the following provisions:

  • provision of staffing;
  • openness of the activities of these institutions;
  • ethics and official conduct will be given special attention, for example, any decision made must be explained to the citizen;
  • preventive measures against corruption violations.

Spheres of life

First of all, the changes will affect the appearance of cities - starting with the notorious ramp and ending with a new universal design that allows a blind or deaf person to navigate the street on the same basis as an ordinary passerby.

The inside of the building is equipped with illuminated displays and signs with dotted relief font (Braille). In each public institution, it is planned to organize places for the disabled, as well as install special cash desks, payphones and systems for synchronous output of information in speech and text format.

“Accessible environment” is a basis that promotes association of disabled people and society. The implementation of a set of measures provided makes it possible to transform a person with disabilities into a subject capable of becoming a full-fledged participant in such areas of activity as: cultural, social, political and many others. Thus, people of this category will be able to realize their constitutional rights, their own potential and develop the state as a whole.

Program funding

The state program “Accessible Environment” was adopted in order to to create legal, economic and institutional conditions that will ensure the integration of people with disabilities into society and improve their standard of living.

Amount of planned financing the state program for 2011–2020 amounts to more than 424 billion rubles.

Subsidies to constituent entities of the Russian Federation for the implementation of the tasks specified in the program are distributed from the federal budget in accordance with the approved rules.

Implementation procedure

Rehabilitation of disabled people is not just a pressing problem for society, but also a priority direction of state policy.

An accessible environment is information, communication and transport, equipped in such a way that a person with disabilities can feel completely independent.

First of all, accessibility should be ensured in institutions of a medical and preventive nature, namely, in clinics, dispensaries and centers of various levels of service (both rural and republican significance).

Any entrance area, traffic path, sanitary and hygienic room, reception area or elevator must be equipped in such a way that:

  • accessibility;
  • safety;
  • comfort;
  • information content.

Regional features

The “Accessible Environment” program is being implemented in the territory each region of the country.

So, in Moscow The most striking example of the work performed is the Tennis Park, located on Ryazansky Prospekt - a sports facility equipped with a barrier-free environment. This is where Paralympic wheelchair tennis classes take place. Athletes use adapted sanitary rooms and car parking, in addition, the building has tactile traffic patterns that ensure accessibility to the sports complex.

Since 2012, schools, kindergartens and psychological, medical and social centers have been actively equipped with a number of technical devices and aids. Tver region actively equips employment centers and cultural institutions with technical equipment. IN St. Petersburg Social support for people with disabilities is a priority activity that helps improve their social status and quality of life.

In accordance with the state program “Accessible Environment,” the northern capital is gradually providing unhindered access to social facilities that are a priority for people with disabilities.

St. Petersburg is actively developing a system for organizing education for children with developmental disabilities that are severe or multiple in nature (they do not move independently). Special (correctional) schools are located in the Admiralteysky, Vyborgsky, Primorsky, Petrogradsky and Kalininsky districts.

The Transport Committee is introducing urban transport rolling stock, which is characterized by a lower floor level and retractable ramps for boarding and disembarking the sedentary group of the population. Work is also underway to ensure accessibility of the metro.

In the Russian Federation there is a special program for people with disabilities called “Accessible Environment”. It has been operating for several years. The concept of “accessible environment” is more often associated with the construction of ramps among ordinary people who are not related to this plan. However, with their help alone it will not be possible to adapt the space to the needs of a person with limited mobility. Only installing ramps does not bring benefits, and sometimes even poses a danger (in case of incorrect installation and non-compliance with standards). It is necessary to understand this factor: an accessible environment for people with disabilities is a multi-level program that includes many activities, during which it is necessary to eliminate all areas that pose a danger to a person with limited mobility.

Purpose of the program

The project called “Accessible Environment” carries out a whole range of activities to help people with disabilities. A road map has been specially developed. It consists of equipping special facilities to facilitate the life of people with limited mobility. These installations, platforms and devices help better navigate the streets and buildings and allow people with disabilities to fully participate in public life.

The objectives of the state program are:

  • development of new technologies for people with disabilities;
  • equipping medical, sanatorium and educational institutions with modern technical means for rehabilitation;
  • providing more children with disabilities with places for education (both preschool and primary, as well as secondary);
  • increasing the number of television and radio broadcasts, as well as sports facilities, tourist places for people with limited mobility;
  • both the development and implementation of regulations that are created taking into account the accessibility of facilities for people with physical disabilities;
  • creation of a mechanism for stimulating any organizations (both public and private sectors) to intensify their activities in the field of ensuring accessibility of social facilities when visited by people with disabilities;
  • introduction of general design principles when implementing any programs, developing equipment, as well as when adapting infrastructure to the needs of people with disabilities.

The first period of implementation of this program was carried out in the period from 2011 to 2012. Then its next stages were carried out in 2015 and 2019. The fourth stage will begin in 2019. Its completion is planned for 2020.

What is an accessible environment for a person with limited mobility?

An accessible environment for people with disabilities provides many opportunities for the rehabilitation and full-fledged living of people with limited functions. The program for the formation of such measures gives people with disabilities the opportunity to travel by public transport and move around the city without any special obstacles. This becomes possible thanks to the availability of various lifts and other devices. The technological part of the “Accessible Environment” includes the installation of informants, detectors, subscriber devices, .

The program provides citizens with limited mobility with the necessary facilities for life. For this purpose, grants are provided, the receipt of which requires regular reports on the completion of construction or implementation of the program.

Developers don't stop at creating just one device. They try to help disabled people of all categories: visually impaired and hard of hearing, as well as citizens with impaired motor function

Rules to ensure accessibility of housing for people with disabilities

According to federal law, an order has been signed, which prescribes the implementation of measures to ensure the accessibility of home spaces for all people with disabilities. It is possible to re-equip all premises (both personal and common use) in multi-apartment buildings. These standards include, among other things, the following requirements:

  • The surface of steps throughout the entire house where a disabled person is registered must have a rough surface.
  • There should be a fence on the porch canopy to keep out rain or snow. In addition, it requires the presence of drains. The porch should also have electric lighting.
  • In addition to steps, side ramps should be built at the entrances of houses. The porch is complemented by continuous fences on both sides. The lower as well as the upper step must be highlighted with texture or color.
  • The entrance door to the entrance must have a sign indicating the number of the house and apartments. There should be another sign nearby that includes the same information, but it must be in Braille.

If there is a single step in front of the entrance, then the estimate must include its replacement with a ramp, and in the case of two or more stairs, the construction of such a side device. There should be tactile road signs in yards. There is a turning area for wheelchairs in front of the entrance.

The resolution also contains requirements for residential premises where citizens with disabilities live. Their list includes:

  • living room;
  • combined bathroom;
  • corridor (at least four square meters).

Doorways must have removable ramps. The dimensions of all doors, bathrooms and the entrance area are specified separately. For any re-equipment, an official document is required - a passport.

There are also some requirements for the design of buildings for the rehabilitation, upbringing and education of disabled children. The main principles are:

  • creating small classes or groups to provide the opportunity to pay more attention to each child;
  • preparation of educational places taking into account the nature of children’s deficiencies;
  • application of new methods and technical means for training;
  • inclusion of medical equipment for rehabilitation in the building.

Classrooms for schoolchildren are equipped with special single tables.

In addition, the classrooms also have a play area where breaks are held during classes and between lessons. Bedrooms in homes for disabled children are designed separately for girls and boys. Such establishments have locker rooms, bathrooms, rooms for laundry and individual classes, and storage rooms.

The territory of school institutions and preschool educational institutions should be located in green areas (possibly in a suburban area). The distance from industrial enterprises, busy roads and railways should not be less than 3000 meters. In the evening, these areas should be well lit. There is parking for at least six cars on the premises. All areas have fences up to two meters high, around which shrubs are planted.


On the territory of schools and kindergartens there are various playgrounds: playgrounds, a swimming pool, for physical education, rehabilitation and gymnastics classes and much more.

How a person with limited mobility looks at the program Leontyeva E.G.

Engineer-economist Leontyeva E.G. wrote a training manual with regulatory requirements and comments on accessibility. This was back in 1983, long before the “Accessible Environment” program appeared. However, the book is still relevant today. The author graduated from the Polytechnic University in the Urals, after which she got a job and completed graduate school. At the age of 27, a tragedy happened in her life, after which the woman found herself in a wheelchair. Only at that moment did Elena Leontyeva realize that very little was being done in life for people with limited mobility and the elderly. Then she began to deal with the issue of creating conditions that would equalize all citizens.

The book, through the eyes of a disabled person, examines pressing issues in the design of buildings, which, after visiting, a person with limited mobility will not feel “superfluous.” Among others, they outline the following problems:

  • design of washbasins in bathrooms;
  • creation of toilets for wheelchair users;
  • designing bathrooms suitable for people with disabilities;
  • public men's toilets;
  • designing a convenient direction for opening doors in toilet stalls;
  • designing doors throughout the premises;
  • improvement of the area adjacent to the building;
  • creation of pedestrian paths;
  • parking design.


In addition, the publication describes in detail recommendations for designing residential premises for people with limited mobility.

According to Elena Gennadievna Leontyeva, the book was created to give a boost to the dynamics of the process not only of construction, but also of the preliminary stage preparing housing for citizens with disabilities. The publication contains methodological recommendations on the implementation of structures, architecture, and design. This literature studies the accessibility of not only public or residential buildings, but also their environment for people with limited mobility. The publication was written using a variety of regulatory documents, including SNiPs, GOSTs, and medical standards.

Often responsible people do not understand that brushing it off and unsubscribing will no longer work. The law requires the creation of the necessary conditions for people with disabilities, and therefore it is necessary to change the attitude towards this problem not only among officials responsible for their section of social infrastructure, but also among the entire society.

Some statistics.
According to the Russian Ministry of Labor, at the beginning of 2015, there were 12.8 million people with disabilities in the country, of which more than 2.5 million were of working age, and more than half of them were not working. The reasons are obvious: insufficient availability of transport, consumer services and infrastructure. Today, it is difficult, and sometimes impossible, for a disabled person without an accompanying person to walk around the city, travel on public transport, receive social, medical, information services, or buy something necessary.
But now disabled people have the right to demand accessible social infrastructure from the authorities.

What should be required and how does the law work?

About laws and conventions

In 2012, Russia ratified the international Convention on the Rights of Persons with Disabilities. And in 2014, Federal Law No. 419 “On amendments to certain legislative acts of the Russian Federation on issues of social protection of people with disabilities in connection with the ratification of the Convention on the Rights of Persons with Disabilities” was adopted.

Previously, federal laws on the social protection of people with disabilities were adopted. The entire legislative framework - Russian and international - on social protection and services for people with disabilities is posted on a special website.

Anyone can find out what they have the right to demand from authorities, be it the availability of social infrastructure, building codes and standards for housing construction, parking lot equipment, and so on.

It is important that the new law clearly establishes the inadmissibility of discrimination on the basis of disability.

Troubles with disabled people happen, unfortunately, often. The media reported: the administration asked the disabled person to leave the cafe; denied boarding; require a guide dog to be left outside. Now there is an opportunity to complain – even to court – against those who establish their own order and violate the legal rights of people with disabilities.

The “Accessible Environment” program was approved for 2011–2020. The contents of the program and its implementation can be found on the Russian government website.

Thus, the law obliges the owners of buildings and heads of organizations to create conditions on their territory for access by people with disabilities and the provision of services to them, and implies personal responsibility of management for their actions or inactions.

Some innovations will be introduced by disability category. For example, all authorities and organizations providing services to the public must provide visually impaired persons with accompaniment on the premises by an employee who has undergone special training. How do laws work?

– What does the center do? We coordinate the work of all government bodies and public organizations involved in organizing an accessible environment for people with disabilities and low-mobility groups. Representatives of organizations of people with disabilities are invited to each meeting and discussion.

If for some reason there are no representatives from organizations of people with disabilities at the meeting, the meeting is postponed or its agenda is changed. It is considered inappropriate to discuss accessibility issues without those for whom it is created.

– What new requirements are being placed on managers of social infrastructure facilities?

– A new mandatory procedure for ensuring accessibility conditions was introduced on July 1, 2016 only for newly constructed buildings or those that have undergone major renovations. For disabled people and sedentary groups of citizens, the following should be accessible: the area adjacent to the building, including a parking lot for the disabled, entrances to the building, traffic routes inside the building, a targeted site visit area, sanitary and hygienic premises, an information and communication system. The commission accepting the social infrastructure facility must include representatives of the organization of disabled people.

– Do all builders strictly comply with the requirements of the law?

– Sometimes organizations choose the easy way to comply with laws. Formally, the conditions are met: there are ramps and ramps, but not everyone will decide to use them. The reason is that the design documentation is of inadequate quality.

Unfortunately, the state construction supervision and examination service does not consistently eliminate all inaccuracies in design documentation.

– What to do with old buildings that are not planned for major renovation?

– In such buildings, especially in the historical part of the city, it is not always possible to ensure equal access to social services for people with disabilities. The managers of such facilities must develop regulations for the provision of necessary services in three formats provided for by law: either at the place of provision of the service, or at the place of residence of the disabled person (at home), or remotely.

At the place where the service is provided. For example, services are related to submitting and receiving documents, and people with disabilities cannot get to a window or office due to the features of the old building. You can get out of this situation by installing a button to call an employee at the entrance and setting up a waiting area. The procedure for providing services in this format must be agreed upon with the public association of disabled people.

Employees serving people with disabilities must undergo training and instruction using approved methods.

Smartphone applications with the same information are being developed. A contact center for the deaf is being created, which can be contacted using a smartphone. A sign language interpreter will be available at the center 24 hours a day, and in the event of incidents involving hearing impaired people, they will be provided with translation assistance. It will be much easier to explain yourself on the spot.

What people with disabilities themselves say about accessibility issues

The All-Russian public organization "Union of Volunteers of Russia" with the support of the information communications center "Rating" conducted a study of the accessibility of social infrastructure facilities for people with disabilities in 85 regions of Russia.

And what do disabled people themselves say, living in regions with high, medium and low accessibility ratings? How different are their own assessments and claims?

Vasily Bondarev, leader of the “Inaccessible Environment” project, St. Petersburg (8th place in the ranking). “Ground public transport has become much better. The number of low-floor trolleybuses and buses has increased, but drivers were only taught to use the folding ramp a year ago after an unpleasant incident when a wheelchair user jumped out of the bus, was injured and broke his wheelchair.

My friend and I like to use public transport. But it also happens that if there are, for example, 12 trolleybuses on a route, and half of them are low-floor, then they may not alternate with regular ones. Once we had to miss 4 trolleybuses, it took 19 minutes. There is nothing to do on public transport during rush hours due to the crowds. Also, disabled people in St. Petersburg have an acute problem with going outside from home. The homeowners association or management company often refuses, under various pretexts, to provide an accessible exit from the residential premises.”

Elena Leontyeva, Chairman of the Board of the public organization for wheelchair users “Free Movement”, (Sverdlovsk region, 7th place in the ranking). “In Yekaterinburg, a commission of disabled experts was created to coordinate projects. We have the right to sign. But it's very hard work because there is no formal definition of our role in design. We differ from other regions in that an accessible environment is created not through large investments, but through work at the design stage. It is then easier to create accessibility than after construction. Our guys buy apartments on any floor, in any building, without fear that their movement will be limited. And these are not specialized homes for the disabled. This is a universal design that is comfortable for everyone without exception. Several microdistricts have already been built in accordance with this concept, and we share our experience with other cities.”

Rafik Rogonyan, Chairman of the ROO "Invatur", (Nizhny Novgorod, 15th place in the ranking). “The main idea that should guide the state and society when creating a barrier-free environment is “nothing for us without our participation.”

Alexander Voronkov, Chairman of the Syktyvkar city branch of the organization “All-Russian Society of Disabled Persons” (Komi Republic, 22nd place in the ranking). “For 10 years, we have been sending appeals to the authorities about non-compliance with the legislation of the Russian Federation on creating conditions for comfortable living for people with disabilities. Unsubscribes came every year.

Without waiting for results, we developed the project “For Life Without Barriers” and openly declared that we were “going to ram.” We conducted photo monitoring of 457 objects and posted photos on the Vkontakte social network. We sent 178 notifications to facility managers about violations of our rights and prepared 28 statements of claim. We hope for results."

Anna Kovaleva, Chairman of the Board of the public organization "Volnitsa", Stavropol (29th place in the rating). “If Stavropol can still be called relatively accessible, at least at first glance, then the rest of the cities in the Stavropol Territory are not. There are indeed many ramps in Stavropol, but 60% do not comply with GOST.

It’s the same with transport: low-floor buses run, but platforms for wheelchair users are almost never lowered. That is, nominally there is, but in fact nothing works.”

Summarized Sergey Sautin, head of the NGO for disabled people “Independent Life”, Republic of North Ossetia (79th place in the ranking). “Having read the results of the rating, we were upset, but not surprised. Success requires a principled position of the authorities on controversial issues of legislation, the activity of communities of people with disabilities, and the willingness of the authorities to develop regional acts that are ahead of federal standards. It is difficult to overestimate the role of a “strong personality,” a leader who is ready to make independent decisions and is capable of smoothing out inconsistencies in legislative acts with his authority to create a comfortable environment for people with disabilities.”

And yet the changes are visible

Especially in transport. In Moscow, already today in the metro, audio announcements about stops are repeated visually on an interactive map, and disabled people are accompanied by specially trained employees. Stations and airports are gradually changing, not to mention the buildings of social services.

In St. Petersburg, according to the acting head of the transport committee Elena Osintseva, All purchased rolling stock has a lower floor level and retractable ramps. St. Petersburg State Unitary Enterprises Passazhiravtotrans and Gorelektrotrans have 100% equipped vehicles with autoinformers. In addition, the “Talking City” system begins to operate in urban passenger transport for radio information and sound orientation of blind and visually impaired people.

The subscriber device informs the disabled person about the arrival of transport at the stop, a sound signal tells where the door is. Many pedestrian crossings are equipped with sound signals that allow and prohibit crossing.

Let's finish with our own observations. As before, wheelchair users, wheelchair users, and visually impaired people are extremely rare on the streets, in transport, and in public places. But ramps appeared in stores, post offices, and clinics. In some places they look good and reliable, in others they don’t look so good, but they can always be fixed.

In the Yulmart shopping center, in the cash register window I saw an advertisement “You are being served by a hearing-impaired employee.” There is a girl behind the window. I hand her the money, receive the check, and smile at each other. I think this is so nice. A person works in a very competitive place, and everyone around him somehow feels warmer.

And one more observation. A blind man with a white cane stands at a transport stop. A trolleybus arrives. I look at the disabled person and am ready to offer help. And he takes out a plastic box with an antenna, from the box one can hear quite loudly: “Stop “Polytekhnicheskaya” metro station, trolleybus route number 4.” It turns out that what kind of assistant he has!

1. Priorities and goals of state policy in the field of social protection of people with disabilities in the Russian Federation, including general requirements for state policy of the constituent entities of the Russian Federation

In the Russian Federation there are currently about 13 million people with disabilities, which is about 8.8 percent of the country's population, and more than 40 million people with limited mobility - 27.4 percent of the population.

In 2008, the Russian Federation signed and in 2012 ratified the Convention on the Rights of Persons with Disabilities of December 13, 2006 (hereinafter referred to as the Convention), which is an indicator of the country’s readiness to create conditions aimed at complying with international standards of economic, social, legal and other rights of persons with disabilities .

strengthening the material and technical base of sports organizations in adaptive physical culture and sports in the constituent entities of the Russian Federation;

implementation of the right of disabled people to rehabilitation and to provision of technical means of rehabilitation;

providing social guarantees to disabled people (providing technical means of rehabilitation);

creation of a network of basic professional educational organizations in the constituent entities of the Russian Federation;

activities of medical and social examination institutions.

In accordance with the decision of the Government of the Russian Federation, responsible executors of state programs of the Russian Federation need to include in state programs measures to create a barrier-free environment for people with disabilities and other groups of the population with limited mobility.

At the same time, the Program’s activities aimed at creating conditions for the accessibility of priority facilities in priority areas of life for people with disabilities influence the achievement of the goals and objectives of other government programs, taking into account the principle of sectoral affiliation.

In accordance with the Federal Law "On Social Protection of Disabled Persons in the Russian Federation", the planning and development of cities and other settlements, the formation of residential and recreational areas, the development of design solutions for new construction and reconstruction of buildings, structures and their complexes, as well as the development and production of transport means of public use, means of communication and information without adaptation of these objects for access to them by disabled people and their use by disabled people are not allowed.

This requirement fully applies to sports facilities during their capital construction and reconstruction, including when organizing work to host the 2018 FIFA World Cup in Russia. Accessibility of such facilities should be ensured for both disabled spectators and disabled athletes, taking into account the experience of the XXII Olympic Winter Games and XI Paralympic Winter Games in Sochi.

In accordance with the Federal Law “On Amendments to Certain Legislative Acts of the Russian Federation on Social Protection of Persons with Disabilities in Connection with the Ratification of the Convention on the Rights of Persons with Disabilities”, in order to ensure conditions for accessibility of social, engineering and transport infrastructure facilities for persons with disabilities and conditions for the unimpeded use of services, authorities The executive authorities of the constituent entities of the Russian Federation, local government bodies approve and implement action plans ("road maps") in the established field of activity to increase the indicators of accessibility of objects and services for people with disabilities. When developing and implementing these action plans (“road maps”), the results, regulatory documents and methodological provisions developed during the implementation of the Program’s activities are taken into account and used.

Thus, the main requirement for the state policy of the constituent entities of the Russian Federation is to ensure, on the territory of the constituent entities of the Russian Federation, the implementation of measures aimed at eliminating existing obstacles and barriers, ensuring accessibility of rehabilitation and habilitation for people with disabilities, including disabled children.

For the purposes of the Program, priority areas of life for people with disabilities and other low-mobility groups include: healthcare, culture, transport and pedestrian infrastructure, information and communications, education, social protection, employment, sports and physical education.

1. Priorities and goals of state policy in the field of social protection of people with disabilities in the Russian Federation, including general requirements for state policy of the constituent entities of the Russian Federation

In the Russian Federation there are currently about 13 million people with disabilities, which is about 8.8 percent of the country's population, and more than 40 million people with limited mobility - 27.4 percent of the population.

In 2008, the Russian Federation signed and in 2012 ratified the Convention on the Rights of Persons with Disabilities of December 13, 2006 (hereinafter referred to as the Convention), which is an indicator of the country’s readiness to create conditions aimed at complying with international standards of economic, social, legal and other rights of persons with disabilities .
