After February 1, an application for participation in the Unified State Exam is accepted by decision of the state examination commission of a constituent entity of the Russian Federation only if the applicant has valid reasons (illness or other documented circumstances) and no later than two weeks before the start of the exams.

How to register for the Unified State Exam 2019 for a graduate of previous years - how and where to apply

In order to register for the Unified State Exam 2019, you must submit an application to the education authorities before February 1 inclusive.
