When submitting an application by a legal representative, the following is additionally presented:

• identity card of the legal representative;
• a document confirming the authority of a representative who is not a parent (for example: an act of guardianship and guardianship authorities);
• birth certificate of a disabled child under 14 years of age.

Note: the birth certificate of a disabled child, issued in the region of application, is not included in the list of documents that must be submitted. Information about the document can be obtained by an employee of the institution upon an interdepartmental request.

Step 3. Getting a parking permit

Upon submission of the application and documentation package, the center employee will issue a receipt to the applicant, which will indicate the approximate date of receipt of the notice of making an entry in the Parking Permit Register (about the refusal to provide the service).

Refusal to provide a service

You may be denied a parking permit for the following reasons:

• provided false information and documentation;
• the applicant does not have the right to apply for a disabled parking permit;
• the period for suspension of consideration of the application has expired, if during this period the reasons that led to the suspension of the provision of the service were not eliminated.

When I met a “disabled person” sign on a car, I immediately began to think about how the procedure for placing a sticker is regulated and is it generally regulated? Who sticks such a logo, where can it be placed and what supporting papers should the driver have?

All these questions remained unanswered until I faced another lawsuit. My neighbor turned to me as a lawyer for help in filing a complaint against a traffic police officer who issued him a fine for not having a disability certificate, while a new “Disabled” sign was placed on the windshield.

As a result, I had to study the traffic rules and the current legislation in order to make such decisions and issue fines. I decided to write a short note about the results of my research.

Let's start the conversation with who can install the "Disabled" sign on a car and how this issue is covered in Russian legislation. In fact, detailed clarifications on this topic have appeared in Russian legislation only recently. To the question of who has the right to place such an image on a car, one can give a very specific answer.
