We needed certificates from a narcologist and a psychiatrist for the driver's commission. I arrived at 8 a.m. (Wednesday) at the office at st. Kommunisticheskaya, 48a - according to the schedule, these are the least busy hours. Indeed, after 7 minutes I was already called to the reception. But I couldn’t go further because they asked me for a medical report form. I ask: “Why? After all, specialists issue their certificates, now the narcologist and psychiatrist do not put stamps on the form of the driver’s commission, only the therapist who gives the final conclusion.” In response: “No, you need a form. If you pass all our specialists, we will issue a form.” But their medical examination costs 800 rubles (+ narcologist and + psychiatrist - 400 rubles each), and 2 minutes from them is the Sirena Center - there are 550 rubles. I didn’t see the point in overpaying, so I went to Sirena to get the form. Sirena, by the way, starts working at 7:30, so I could easily start there. Who knew? I returned with the form to the drug dispensary, did not take a new coupon, I immediately went to the registration window where I was, and then went through both specialists in 5 minutes. By the way, I was immediately called to see specialists, thank you for that. The doctors themselves were very pleasant, they didn’t ask stupid, tricky questions: marital status, presence of children, the psychiatrist even asked about today’s date. And neither the narcologist nor the psychiatrist asked me for a medical report form, they didn’t need it! they issued their certificates! Yes, they asked the purpose, yes, they wrote down that there are no contraindications to managing the vehicle, but in their certificates. I think that the receptionist simply tried to force me to go through the entire medical examination with them. For this I take off 1 point.

P.S. I came to Sirena with these two certificates, another 10 minutes and received a medical certificate. I got my license at Uchitelskaya (Novaya Zarya, 40a) - I recommend registering through government services, because... savings on state fees (1400, instead of 2000 rubles), you don’t have to handwrite an application for obtaining/changing your license and they call on time. Take with you certificates from a narcologist and a psychiatrist, since in addition to medical reports, the traffic police also ask for them, although they do not have the right, they simply do not really trust medical institutions. I left certificates from a narcologist and a psychiatrist at home, I had to discuss it with the traffic police - I replaced my license, but there would be less talk if I just showed them. And also print out the payment of the state duty (everyone is sent for confirmation of payment) and make a photocopy of the medical report - it is certified and included in the file.
