The apartment is easy to lose

If the length of service of the military was more than 10, but less than 20 years, then the used funded funds remain with the military, however, the remaining part of the loan is paid by the NIS participant independently.


If a military man with more than 10 years of service is dismissed on preferential terms, then he has no financial obligations to the bank - the state will pay off the mortgage. "Good" grounds for dismissal may include downsizing, health problems, or reaching the age limit of 45 years.

In case of dismissal with a length of service of more than 20 years, the funds of the CZhZ are non-refundable. Previously, deductions to an individual account were made once a month, but since 2016, payments have become annual. They are transferred until March 20 of the current year. The amount of funds allocated to an employee under the NIS program is constantly increasing, since accruals are subject to annual indexation.

The question often arises: can the military dispose of his savings in the NIS at his own discretion. For those who have not yet bought an apartment or a house with a plot on a military mortgage, the cancellation of the indexation of the contribution will mean a smaller amount of savings, which they can later use as part of housing provision or when receiving accumulated funds when they become entitled to use them upon reaching 20 years of service. , including discounted rates. And for military personnel who have already bought housing on a military mortgage, serious problems may arise. We are talking about the fact that bank loans received by military personnel are calculated on the basis of forecasted receipts of funds to registered accounts of military personnel for the entire term of the mortgage loan. Based on their forecast, in 2016 the funded contribution should have been indexed by 5 percent, which, as is already clear, will not happen.

Thus, the schedules that will be communicated to NIS participants in 2016 by banks will consolidate those negative changes in terms of their lengthening, which were already recorded less than a year ago. Recall that at that time the approved amount of the funded contribution, according to banks, turned out to be lower than predicted, which led to the extension of the loan repayment schedules and, accordingly, many participants in the military mortgage had so-called "tails" according to the schedules at the end of the expected loan repayment date. And in the event that a serviceman reached 20 years of service by this date and planned to quit with the loan repaid, a situation could arise in which the balance of the loan would have to be repaid on his own, or the period of military service should be extended so that the state continued to pay on the loan . Now the schedules, namely, the terms of the loan repayment, will again stretch in time. And the problem of loans not closed by the deadline will manifest itself massively in the early 2020s, which, according to calculations, account for the closure of the first wave of mortgage products issued by military mortgage participants. In fairness, it should be noted that the economic situation by this period can change many times, including in a positive direction, which will accordingly lead to an intensive increase in funded contributions and make up for the “shortage” of previous years.

Reducing the maximum size of military mortgage loans in 2016 is more than likely

It is more than possible that the conditions for lending to military personnel will worsen in 2016. To clarify the situation: there are two main parameters that determine the maximum loan amount for a military mortgage today - this is the interest rate at which a loan is provided, and the forecast value of the amount of the funded contribution for a military mortgage for subsequent years. Based on these two parameters, the bank determines the amount that it is advisable to provide the NIS participant as a mortgage loan. The amount of this amount should provide:
— maintaining the purchasing power of the NIS participant;
— the liquidity of this loan product for a credit institution, taking into account the accepted interest rate;

Taking into account the abolition of the indexation of the funded contribution, credit institutions will reasonably consider that, based on the continuing trend, the state will transfer a smaller amount for one NIS participant over a certain number of years than was calculated. While maintaining the current interest rate, this means that the money supply allocated to the participant will be reduced to fulfill the third key condition - closing the loan on time.

In this regard, today there is a high probability that at the turn of 2015-2016 leading banks may significantly reduce the maximum amount of a mortgage loan - up to 1.5-1.7 million rubles (recall that at the beginning of 2015 due to situation, a number of banks suspended their work on military mortgages, and the maximum loan amount for NIS participants was reduced from 2.4 to 1.9 million rubles).

The situation will force NIS participants to be more thoughtful about buying a home
