Registration of vouchers

The order “On the provision of sanatorium and resort services in the armed forces of the Russian Federation and frequency” regulates the distribution of vouchers at the request of applicants. Distribution to next year ends before the end of the 11th month of the previous year. In this case, the application must be submitted no earlier than a month (30 days) before the planned vacation.

  • officers (with length of service in preferential terms of more than 25, regardless of the reason for dismissal, or 20 years + general education, health status, age limit), members of their families. A system for submitting applications to sanatoriums of the Russian Ministry of Defense has been developed and improved through the website of the Ministry of Defense and the portals of the resort institutions themselves. Since 2016, the State Military Medical University has been maintaining electronic personalized records of applicants for spa treatment in boarding houses of Moscow Region.

Since 2013, the seasonal coefficient for the cost of vouchers has been abolished, and since 2015, the number of departmental health resorts has increased due to resorts on the Crimean Peninsula.

Since the abolition of departmental territorial reception centers for North Kazakhstan region, the procedure for submitting applications to the sanatoriums of the Ministry of Defense of the Russian Federation has been changed.

The developed application system for SKO was designed to:

  • simplify the procedure for obtaining vouchers;
  • make the mechanism for referring candidates for treatment as transparent as possible;
  • eliminate the possibility of administrative resource distribution the best travel packages among the “necessary” applicants and providing treatment to military personnel in the order of priority in accordance with the law.

The new system has partially solved the problems that previously arose when distributing recreational facilities in departmental boarding houses. However, having transferred sanatorium and resort organizations to a commercial basis, it is not yet possible to avoid difficulties with accessibility in health resorts preferential places for former and current military personnel.

Mechanisms for obtaining a voucher to a military sanatorium

Depending on the basis for the North Caucasus, military pensioners can receive a free voucher through the social security service or a referral for treatment to health resorts at the Moscow Region. In the latter case, they will have to pay part of the commercial cost of the sanatorium-resort stay.

If a former serviceman is a beneficiary who receives a 100% cash payment and refuses recruitment social services, he is deprived of the right to free SKO.

The process of obtaining a referral to departmental boarding houses begins with a medical examination. The Ministry of Defense provides places for former employees in them if there are medical indications. Also, the candidate should not have any contraindications for going on vacation, so the first step is to obtain a certificate of the established form (No. 070/U-4).

Procedure for obtaining a voucher:

It is important to meet the application deadline. The Ministry of Defense begins accepting documentation on November 1 of each year. From June to November, the State Medical University collects data on the number of preferential places allocated by subordinate health resorts. Planning for the distribution of vouchers is made for the next year. For example, in order to rest in 2019, an application for SKO must be submitted starting from 11/01/18. The start of submitting applications for 2019 on the Ministry of Defense website has already been given.

Filling out an application for vacation, which is expected to be earlier than 60 days from the date of submission of documents to the State Military Medical University, will not be accepted for consideration.

It is equally important to correctly prepare documents and fill out an application for vacation.

Residential survey

In most cases, military pensioners, after leaving service, continue to be served in clinics and hospitals of the Moscow Region, where they are examined before sanatorium-resort treatment. However, it happens that military medical institutions do not find grounds to send a pensioner on vacation.

The law does not require registration medical documents at North Caucasus in departmental clinics. The examination can also be done at a civilian health care institution at your place of residence.

The main thing is that, based on the results of the pensioner’s passing the commission, medical certificate No. 070/U-4:

  • was drawn up in the prescribed form;
  • contained the presence of indications for treatment and the absence of contraindications;
  • had all the necessary seals.

Please note that the document has a limited validity period. After six months it will no longer be relevant. For this reason, when submitting an application for SKO, you should make sure that the validity of the certificate will not expire at the time of approval of the application and during the rest period.

You should contact your attending physician or local doctor to obtain a certificate. The Moscow Region portal contains a list of diseases that may be grounds for receiving a discounted voucher.

If the application for SKO is confirmed by the Main Military Medical Directorate, then a resort card should be issued for each of those indicated in the vacation application.

Places for submitting certificates and documents

According to Order 333 of the Moscow Region, there are several ways to order a trip to a spa treatment.

These include sending an application and documents:

  • by mail to the address of the State Military Medical University of the Ministry of Defense (119160, Moscow, Znamenka St., 19);
  • by mail to the address of the selected boarding house (their list is contained on the portal of the Ministry of Defense);
  • electronic application through the official website of the Moscow Region;
  • electronic application through the portal of the selected health resort.

For those categories of military pensioners who are federal beneficiaries, and have the right to free sanatorium-resort treatment, the registration process is carried out through the local branch of the Fund social insurance or the State Services portal. In this case, the procedure for obtaining vouchers for military pensioners is similar, but candidates do not have the right to choose their vacation spot.

The Ministry of Defense does not consider applications that lack the necessary documents or the available papers are not completed correctly.

Receiving a notification about the provision of a voucher

Confirmation that the application has been approved by the State Medical University is an important step in the procedure for obtaining sanatorium-resort treatment. Without notification, a military pensioner will not be able to use the voucher.

The document is sent to the applicant within 10 to 30 days after submitting the application.

List of documents for issuing a trip

The vouchers themselves are issued and, if necessary, paid for at the vacation spot immediately upon arrival.

In order not to have to return home or pay for the full cost of the course of treatment, a military pensioner should have upon check-in:

  • notification to the State Military Medical University with confirmation of the application;
  • personal passport;
  • pensioner's certificate (if a former military man came with his family, then, as confirmation of their right to benefits, relatives must be entered in the document in the “Special Notes” section);
  • compulsory medical insurance policy;
  • sanatorium-resort card form 072/u (if a pensioner comes on vacation, then it is enough to have a certificate from a medical institution about his state of health).

A separate package of documents required for issuing vouchers has been approved for family members of a pensioner.

Each family member arriving on vacation must have:

  • passport (birth certificates for children under 14 years of age);
  • compulsory medical insurance policy;
  • health resort card;
  • certificate from educational institution(to apply for a discounted voucher for an adult child under the age of 23, if he is studying full-time);
  • certificate of joint residence (for dependent persons of the pensioner);
  • conclusions of doctors on the absence of diseases and contact with infectious patients (pediatrician, dermatologist, epidemiologist) for minor children under 14 years of age, as well as test results for enterobiasis;
  • ITU conclusion if a relative is diagnosed with a disability.

In addition, before departure, the military commissariat must issue a certificate stating that the citizen is a relative of the pensioner or is dependent on the latter. For close relatives, such as wife and children, such a certificate is not required if they are indicated in the passport of a former serviceman.

If a military pensioner comes on vacation with a child whose parent he is not, when registering, he must present permission from the minor’s official representative.

The absence of documents confirming the rights to the discounted cost of the trip will lead to the need to pay in full. If vacationers do not have an identity card or medical certificates, the sanatorium administration has the right to refuse admission.

An automatic refusal to accept a vacationer occurs if he has contraindications to being at the place of vacation.

Filling out the application

When applying for a preferential voucher, a military pensioner must fill out the prescribed application form.

In the sanatoriums of the Moscow Region, booking places for a preferential SKO by telephone is not allowed.

It should indicate:

  • Full name of the applicant, his military rank;
  • the basis for why the voucher should be provided on preferential terms (for a military pensioner, these may be the details of the article in accordance with which the dismissal occurred, specified in it, or references to those legislative acts according to which the right to the benefit was acquired);
  • SNILS number;
  • presence or absence of service under the RF Investigative Committee or the military prosecutor’s office;
  • address at place of registration and date of birth;
  • contact information (telephone, email, postal address);
  • a request for a voucher (if a military pensioner intends to vacation with his family, then he should indicate family connection, and describe the full details);
  • the vacation spot where you are supposed to get a voucher, and the period of treatment.

The applicant’s signature will confirm the specified data, as well as the fact that this year the benefit was not used by either the pensioner or members of his family.

Documents to be provided upon arrival

When leaving the boarding house, the military pensioner receives an extract about the procedures performed and the state of health at the time of leaving the medical institution (epicrisis). Also, the administration of the health resort is obliged to provide a tear-off coupon for the voucher. If the vacation was not spent in medical organization, but at the recreation center, only a coupon is issued.

When submitting an application for SKO, you should take into account the following:

  • the number of applicants significantly exceeds the number of places in the health resorts of the Moscow Region (the earlier the application is sent, the greater the chances of receiving a voucher);
  • places in sanatoriums are distributed according to the principles of priority (first, referrals are issued to those who have the right to priority treatment);
  • greatest number applications are received for vacations in the spring and summer (it is much easier to get a trip in the fall or winter);
  • the electronic system for registering notifications has its own characteristics, as a result, a military pensioner may end up not in the sanatorium where he most wanted, but in the one he chose for safety net (this will depend on which boarding house the confirmation of the application comes from first);
  • the popularity of some resorts in the Moscow Region during the holiday season makes access there limited for the majority of military pensioners (the largest number of applications are received for holidays in sanatoriums located by the sea, with mineral water treatment programs, and the number of places for beneficiaries in them is limited).
