MCEC is classified as an autonomous local institution that checks the level of vocational education in the capital. The structure was formed in 2004, at the insistence of State Duma officials.

The organization pursues certain goals, in particular, testing and diagnostics educational institutions. MCCO will conduct monitoring and diagnostics in 2018-2019. After all, it is important to expand current tasks theoretically and practically in order to increase the level of quality of students’ knowledge and also to reveal their existing abilities. Why are such checks needed?

The Moscow Center annually organizes a lot of inspections of educational institutions, and all because it is important to monitor the effectiveness of the educational system, while simultaneously identifying shortcomings in the educational process.

Independent diagnostics demonstrate the best results; they are also in unprecedented demand. In any of the schools, internal monitoring of the educational process has been formed; various tasks are prepared by teachers, who then conduct an inspection. As a result, a subjective assessment is formed, which sometimes differs from the actual situation.

Independent assessment, as an excellent basis for considering the objective situation on at the moment, you can compare the successes of schoolchildren with children from other educational institutions. When analyzing errors, it is quite possible to quickly and timely adjust the educational process, correcting shortcomings. The school management independently decides which diagnostics are rational at the moment, and the number of classes that will take part. How is the audit usually carried out?

Carrying out diagnostics is considered paid service, accordingly, if suddenly on the appointed day of inspection the school refuses, then you will have to pay money again for a repeat action. Most importantly, we must not forget that diagnostic data is published on the official portal of the Moscow Center for Clinical Assessment, 1 month before its start, and a demo version is also available there. Monitoring 2018-2019

All audit activity institutions were divided into three large groups:

  1. Assessment of educational achievements of students in educational organizations in the 2018/2019 academic year (on a budgetary and extra-budgetary basis).
  2. National surveys on the quality of knowledge delivery.
  3. International comparative quality studies educational process.

Each group differs in the MCCO diagnostic calendar 2018-2019, as well as goals, participants and verification tools. But they have a common regulatory document - a letter from the Moscow Department of Education dated May 14, 2018 “On measures to independent assessment educational achievements of students of educational organizations in the 2018/2019 academic year.”

Inspection Plan for Secondary Schools

This is the most popular plan among teachers and directors, as it applies to all budgetary educational institutions in the capital. In the new academic year it will consist of seven stages:

  • Mandatory diagnostics in grades 4,5,6,7,8 and 10.
  • Corrective mandatory diagnostics from grades 9 to 11. Will only affect those establishments where Unified State Exam result in Russian language and mathematics in 2018 was unsatisfactory.

  • Testing in those subjects that are studied at an in-depth level.
  • Inspections in organizations participating in the project to organize specialized training in basic general education programs.

  • Testing knowledge acquired in elective classes. For 8-9 grades this is “financial literacy” or “history of Moscow”, and for tenth graders this is “memorable pages of the history of the Fatherland”.
  • Meta-subject diagnostics. Serves for analysis of achieving planned results in mastering the educational program.

National Educational Quality Surveys

This group includes two diagnostic tools. These are all-Russian testing work(VPR) and the program of National Research on the Quality of Education (NIQE).

The purpose of these methods is to ensure unity educational space with universal compliance with accepted general education programs.

Features are:

  • the level of testing of schoolchildren’s knowledge is carried out through the same task for the entire country;
  • are used common criteria assessment;
  • schoolchildren are provided with absolutely identical conditions when taking the exam (reflected in special instructions);
  • unified assessment criteria (after the work is completed, schools have access to assessment criteria and recommendations).

VPRs provide an opportunity for school leaders to timely navigate the correct organization of the educational process and check the level of knowledge of their students for compliance with the all-Russian standard.

Important! While writing such tests, the presence of observers from parents or teachers is allowed.

Features of the NIKO program are:

  • anonymous questioning (computer testing technology or the use of machine-readable forms) of students in order to collect information about the learning process and its proper level;
  • the selection of participants is carried out at the federal level according to special technique(depends on the specific NIKO project).
  • the results of the surveys received are used for analysis current state educational system and the formation of programs for its development.

International comparative studies of education quality

In 2018-2019, this monitoring group will be marked by three events, each of which is aimed at different categories schoolchildren.

Non-diagnostic goals of MCCO in 2018-2019

So, the very first thing in the calendar of the new academic year is planned important event world-class – Moscow International Forum “City of Education” (August 30 – September 2, 2018). The forum will end with a traditional Russian language festival.

And in February the main organizational event of the year will take place - an international conference on the development of a quality system for obtaining knowledge.

Alexey Ivanovich, what questions do schools ask most often?
- Despite the fact that this form of work has existed in Moscow for three years and we constantly provide clarifications on this procedure, we continue to receive various questions regarding the organization and content of external independent diagnosticians.
- Then the first question will be: why does the school need to participate in diagnostics?
- Each school has an internal monitoring system for the quality of education. Assessing students' educational achievements is the most important part of this process. If such monitoring is focused only on the use of internal materials (tests, dictations) prepared by school teachers, then teaching staff a subjective picture of assessing educational achievements may emerge. In addition, in this case there is no opportunity to compare the successes of their students with the achievements of students from other educational organizations. Thus, participation in independent diagnostics of educational achievements allows schools to receive objective information about the quality of education, compare the results of their students with the results in the city or district, get acquainted with the achievements of the best educational organizations and focus on them. Analysis of errors and shortcomings based on the results of each diagnostic allows you to timely adjust the learning process to achieve better results in the future.
- How many parallel classes should participate in independent diagnostics and who determines this?
- The school itself decides which diagnostics to sign up for and how many classes will take part in it. Since all diagnostics are carried out according to an annual plan, the school administration has the opportunity to familiarize itself with the list of activities before the start of the school year and include the selected diagnostics in the internal monitoring plan for the quality of education. Of course, there are extremes here. Some schools strive to obtain the most best results and always exhibit one at all events best class in parallel. Others are trying to transfer all internal monitoring onto the rails of independent diagnostics and claim for each diagnostic all classes of a given parallel at once. Of course, you should not adhere to these extremes, because, for example, in the first case, the main goal of independent diagnostics is not achieved - the school administration receives objective information about learning outcomes. In addition, the schedule of independent diagnostics is such that two events can be held on one day for the same class, for example, in September of this academic year, diagnostics in Russian language and mathematics for the 7th grade were carried out on September 18, and for the 9th grade. 1st grade - September 25. It is clear that one class cannot take part in two events at once on one day, therefore, at each stage, within one direction of diagnostics (subject or meta-subject), only one class can be entered. In the second case, when the entire parallel (for example, ten classes) is applied for diagnostics at once, the event becomes extremely costly, because 10 independent observers must come to the school; this is hardly advisable. Since the options for diagnostic work are left at school, it is better to apply for an independent diagnosis of grades 1-2, and then carry out diagnostics on your own using the same materials in other grades.
- The decision on diagnostics is made by the school, but is it necessary to obtain parental consent to participate in the diagnostics?
- As a rule, independent diagnostics of educational achievements is the same assessment exercise as a test or essay, which is usually carried out by a teacher. In this case, parental consent, as for regular testing, is not necessary. However, in Moscow every year a comprehensive diagnosis of educational achievements in primary schools is carried out, which involves surveying children and parents. A variety of personal data is used here; we are talking not only about educational achievements, but also about various individual characteristics students. For a child to participate in such complex diagnostics Parental consent must be obtained.
- What happens when the administration is interested in objective information about educational results, but does not want bad results to become known outside the school walls?
- In Moscow, they are implementing not only the principle of voluntary participation in independent diagnostics, but also the opportunity for schools to independently make decisions about storing diagnostic results in the citywide information network (Moscow Register of Education Quality - MRKO). Within two weeks after the diagnostic results are posted in the MRKO, the administration of the educational organization can analyze the data obtained, using the explanations and recommendations of MCKO specialists, which are posted on the MRKO websites (in personal accounts) and MRKO, and based on the analysis, decide which results to save in the school’s portfolio . Such a system allows the school to check weak classes without the risk of “exposing” poor results. However, it is worth recalling that if within two weeks a decision was not made not to include the result in the MRKO, then the results are automatically saved. Sometimes the administration selects for independent diagnostics those classes in which teachers teaching this subject plan to undergo certification in the near future. Undoubtedly, this is a very important area, especially since the results saved by the school are automatically included in the teachers’ portfolios, and therefore will be taken into account in future certification.
- When registering for diagnostics, MCCO requests additional information, for example: names and surnames of students, their grades for the last stage of intermediate certification, textbooks used in this class. Is it necessary to enter this data into the MRKO?
- Regarding the first part of the question, without a list of students, the Moscow Center for Education and Science will not be able to post the diagnostic results in the students’ personal accounts, which means their parents will not have access to this information. True, such a need will soon disappear, since MRKO is an information and analytical system of the Department of Education. In this regard, the integration of MRKO has already taken place with the registry of educational institutions, and integration with the “Contingent” registry is planned. Therefore, in the near future, there will be no need to fill out students’ personal information when applying for diagnostics: they will be entered into the system automatically.
Marks for intermediate certification allow you to assess the correspondence of diagnostic results to school grades. Correlation of test results with school grades allows us to assess the reliability of measuring materials; MCKO constantly monitors this indicator of test quality. On the other hand, discrepancies of 2 or more points between the diagnostic results and the school grade signal the teacher and school administration about the discrepancy between the internal school assessment and the objective test results.
As for the data on the textbooks used, the ICDC conducts an analysis for all diagnostic participants as a whole. Correlation analysis also provides an opportunity to look at differences in study results individual topics or formation individual species activities during the work of schools using different educational and methodological packages. This makes it possible to identify the advantages and disadvantages of certain educational and methodological sets (TMS) and ultimately makes the choice of TMS by teachers more meaningful.
- In what cases can school results be considered unreliable?
- The results of an independent diagnosis of a school (or a specific class) may be considered unreliable; we take into account two factors:
analysis of student answer forms;
analysis of feedback from independent observers on compliance with testing technology.
Class results are considered unreliable if answers to several assignments have been corrected in most forms. In addition, we use a special program that analyzes the frequency of identical incorrect answers in the class and thus records cheating. At the same time, we must take into account the comments made by the independent observer in the observation report: poor discipline, tips from students, non-compliance with testing technology.
- If the day of the diagnostics, which is indicated in the MCCO plan, is not suitable for the school, can it order it to be carried out on another day?
- Independent diagnostics are not a free pleasure. If the diagnostics takes place, for example, on October 2, then after it is carried out, the work options are considered open and you can prepare to work with these options, as happened with the USE KIM options that turned out to be on the eve of the exams on the Internet. Accordingly, the next day, diagnostics with an independent observer must be carried out using new materials, which leads to additional costs budget funds. Therefore, it is better to either review the schedule of your events and take part in an independent diagnosis on the scheduled day, or conduct it in internal monitoring mode on another day.
- If a school uses a different program in a subject and the proposed diagnostics do not suit it, can it order diagnostics with different content?
- As a rule, subject diagnostics, which are carried out during the academic year, are focused on the programs of the most common educational and methodological kits in the city. In accordance with the instructions of the Department of Education, MCKO prepares one set of options for each diagnosis. If a school wants to receive individual measuring materials, it can order them from its own financial resources.
- Who at school decides on the participation of classes in diagnostics?
- In most schools, the plan for internal monitoring of the quality of education and participation in external diagnostic activities is discussed at teacher councils, and approved by the school director. Based on this plan, the administrator responsible for work at MRKO nominates classes to participate in external diagnostics.
- How should the administration work with a teacher if his class has been submitted for independent diagnostics?
- Before conducting diagnostics, you need to ensure that the teacher promptly familiarizes himself with the specification, codifier and demo version. Let me remind you that these documents are posted on the MCCO website a month before the scheduled day of diagnosis. The next important aspect is preparing students for the test form. Here you need to study the instructional materials, which are also posted on the website, and familiarize students in advance with the rules for formatting forms and the features of recording answers to assignments various types. - In the recommendations of the MCCS, which are posted in the offices of schools in the MRCS simultaneously with the results, there is information about overall results by city and explanations for interpreting the results of classes (schools). Among the indicators that the class participating in the diagnostics receives, there is an indicator called the “performance coefficient”. It is determined by the formula: Ri = Xi / Хср., where Xi is the result of execution diagnostic work students of this class, Xavg. - the result of the work performed on average for all OUs participating in such diagnostics. The performance coefficient Ri = 1 is the average result of performing diagnostic work as a whole for all educational organizations that participated in the diagnostics. A value of Ri >1 means that the class results exceed the city average; performance coefficients exceeding 1.2 are considered the most significant. - What diagnostics does MCCS offer for schools making the transition to second-generation standards?
- System diagnostic measures MCKO assumes the use of measuring materials in accordance with the federal component of the state educational standard, and in accordance with the Federal State Educational Standard. If only subject tests are developed for the standards of the previous generation, then to accompany the introduction of the Federal State Educational Standard, schools are offered both subject and meta-subject measurement materials. National Educational Quality Surveys

All-Russian testing has been carried out since 2015 in order to ensure the unity of the educational space of the Russian Federation and support the implementation of the Federal State Educational Standard.

When carrying out such work, uniform standards of conduct, inspection and evaluation are used in all regions of the Russian Federation; they are set out in the procedure for carrying out the GRP.

During the conduct, outside participants are invited, most often from among parents, as independent observers.

National studies of the quality of education have been conducted since 2014. The NIKO program represents individual research projects on specific subjects at a specific time.

Projects - work on academic subjects, surveying students and collecting information about the learning process.

The purpose of NIKO is to identify students’ subject and interdisciplinary skills and the maturity of educational actions.

NICOs are carried out strictly according to the schedule, anonymously, there is no connection to student data. The selection of educational institutions occurs at the federal level by the program.

The results are used to assess the quality of the education system as a whole, and not the performance of a particular school or its teachers. These checks are carried out annually, and the results are discussed at conferences on assessing the quality of education.

The study of teacher competencies has been carried out since 2015. The initiators of such inspections are the Federal Service for Supervision and Control in Education (Rosobrnadzor).

The goal is to evaluate and suit teachers for their position and category.

The education of schoolchildren should be carried out only by professionals who strive every day to improve themselves and improve their competencies.

At the moment, there are no uniform mechanisms for the Russian Federation to ensure the quality of teachers’ work. This type of assessment is aimed specifically at achieving unity in this problem.

The essence of IKU is the anonymous completion of questionnaires with professional and sociological questions. The results are used to polish the education system, and not to evaluate a particular school and its staff.

International comparative studies of education quality

  • A comparative study of the quality of general education TIMSS –Ad Advanced – a study of the preparation of high school graduates studying in-depth mathematics and physics. These two subjects are priority in terms of intellectual preparation of students. Such studies were conducted in 1995, 2008 and 2015.
  • International Computer and Information Literacy Study ICILS - a study of students' knowledge, skills and abilities in computer and information literacy. Eighth grade students are assessed. The study was conducted in 2013, the next one is planned for 2018.
  • International study on civic education in 8th grade of general education institutions ICCS - assesses the readiness of schoolchildren to become citizens of their country, their attitude towards their civic duty. Research has been carried out since 1999.

Monitoring and diagnostics are very important view activities of the Moscow Center for Quality Education.

Thanks to it, the teaching staff of schools can timely monitor gaps in their educational process and effectively eliminate them.

Despite the fact that the service is paid, its significance is great and undeniable. That is why all schools, without exception, use independent diagnostics.


It is planned to carry out diagnostics of the MCKO in Moscow schools as part of the new academic year 2018-2019. Thanks to this procedure, the effectiveness of teaching methods will be assessed, as well as summing up the quality of the knowledge provided by schoolchildren. MCKO will allow you to determine professional teachers and note the main errors in order to modernize the training system.

Mandatory diagnostics of MCCO, carried out from November 15, 2018, is divided into three stages

Experts conditionally divide diagnostics into three subgroups:

  1. Assessment of educational achievements of all persons who study at educational organizations in the current academic year. Will be held research work in budgetary institutions (general education);
  2. National studies regarding the quality of knowledge provided to students. Comparative studies of the educational process are planned, conducted in accordance with the study of international methods (private schools);
  3. Diagnostics within the framework of VMKO. They were conducted from September to October and were aimed at studying the adaptation of first-grade students to the educational process.

The letter from the Moscow Department of Education dated May 14, 2018 contains a calendar of diagnostic activities of the Moscow Center for Education and Science for the 2018-2019 year. An inspection plan has been developed that will take place at the secondary school level. Information about these events is of interest to directors and teachers. The current academic year involves 7 stages of control.

MCKO inspection plan

A number of control points have been prepared for budgetary educational institutions within the framework of the International Center for Educational Institutions:

  • Experts plan to conduct mandatory diagnostics in grades 10, 4, 5, 6, 7, and 8. On November 15, the test will take place in grades 5 to 8 (and 10). It is also planned to hold similar events on March 14, 2019 in grades 4–8, 10 in 127 schools in the capital;
  • It is also planned for mandatory diagnostics in grades 9 to 11, which is classified as corrective. This procedure is planned to be implemented for schools that have encountered problems conducting the Unified State Exam in mathematics and the Russian language, showing unsatisfactory results. The 9th grade math test was conducted on October 3. In 10th grade, a similar procedure will take place on December 5th. Grade 11 will be tested on November 28th. The Russian language test for grade 9 was held on October 24. A similar procedure for grade 10 took place on November 8. Grade 11 will be tested on January 17th. Control is also planned in the area of ​​“elective subject” (determines educational institution). Will be held on December 13th for 11th grade;
  • There will be a test in subjects studied by schoolchildren at an advanced level. Diagnostics are planned to be carried out in April-May next year(for 10 classes participating in projects with in-depth study of subjects);
  • It is planned to conduct an inspection in specialized schools;
  • Within the framework of the MCED, it is envisaged to study the situation surrounding the success of elective classes. Grades 8 and 9 study financial literacy or history of Moscow (optional). Tenth graders have the opportunity to attend electives on the topic “memorable pages of the history of the Fatherland”;
  • Metasubject diagnostics. Implemented in order to analyze the option of obtaining positive results when studying an educational program;
  • There will be diagnostics in primary school in the following disciplines: mathematics, reading and Russian language. The event is scheduled for April next year.

From September to November of this year, the first stage of diagnosis takes place. A special website has been developed - mcko dot ru. This resource allows you to submit an application to register. Diagnostics of MTsKO November 15, 2018

The new academic season 2018-2019 will again not be complete without independent monitoring and diagnostics of MTsKO in metropolitan schools.

In accordance with the letter of the Moscow Department of Education (DOGM) dated May 14, 2018 No. 02-19-2520/18, mandatory diagnostics are carried out on November 15, 2018 in grades 5–8, 10 and on March 14, 2019 in 4–8, 10 classes in 127 schools in Moscow.

Schools are selected by open draw three days before the diagnosis. For each of the 127 selected schools, on the same day, the class and subject (block of 10 classes) of diagnostics are determined by open drawing. The subject (block in 10 classes) is selected from the list specified in the Appendix to the DogM letter. The work will be performed in electronic (computer) form. The results of mandatory diagnostics will be automatically included in the MRKO.

MTsKO (Moscow Center for Quality Education) is an autonomous state institution of additional professional education in Moscow. Created on October 20, 2004 by Government Order No. 2090.

The purpose of this organization is monitoring, diagnostics of educational institutions; expansion of practical and theoretical tasks related to increasing the effectiveness of assessing the level of quality of students’ knowledge, as well as the disclosure of their abilities; identification and training of the most capable youth representatives; improving methods of certification of various educational institutions; preparation and conduct of monitoring studies.

MCCS regularly conducts a number of events aimed at diagnosing the work of educational institutions. This contributes to the development of secondary schools, technical schools, universities and other similar institutions located in the capital. Thanks to such a system, the government can make more informed decisions on the implementation of reforms in educational processes, and students receive relevant knowledge and skills necessary for further development of professionalism.

Types of diagnostics

In the period from 2017 to 2018, MCCO plans to conduct a number of mandatory diagnostics for the following types:

  • mandatory diagnostics (grades 4-8, 10);
  • remedial (grades 9, 10, 11);
  • in general education subjects studied at a deep level for educational institutions participating in certain projects (medicine, engineering, cadet class);
  • in professional educational institutions that participate in a project to organize specialized and pre-profile training in accordance with basic general education programs.
